3" x 3" x 76" x 0.125 wall post with a 6" x 6" x1/4" thick aluminum plate welded to the bottom with 4 corner hols drilled for anchoring to concrete.
Not recommended to fastened to top of wood deck as wind load could weigh the fence down and pull up top of wood deck.
It is advisable to speak to a local fastener specialist for the best anchors to use for your specific application.
